THE CHARTER OF THE SEALAND STUDIES COLLEGE
Preamble
The Sealand Studies College (short for Principality of Sealand Community College of Studies) is established as an autonomous academic institution dedicated to the study, preservation, and advancement of the historical, cultural, legal, and civic heritage of the Principality of Sealand. The College operates within the cultural framework of the Builders Community of Sealand while maintaining independent academic governance and standards.

Article I — Identity and Purpose
1. The College exists to provide education, research, and public engagement relating to Sealand and related fields.
2. The College affirms Sealand as a de facto city‑state according to the declarative theory of statehood and relevant customary international practice.
3. The College serves both the Sealand community and the wider public through open access learning and formal academic programmes.

Article II — Autonomy
1. The College is academically and administratively autonomous.
2. No external body may override the College’s academic decisions, except where explicitly stated in this Charter.
3. The College maintains cooperative but independent relations with our Church and the Builders Community of Sealand.

Article III — Governance
1. The College is governed by a College Council, consisting of:
- the Principal (Baron George Day)
- additional officers as appointed by the Council
2. The Council is responsible for:
- academic standards
- curriculum development
- certification
- policies and regulations
- financial oversight
3. Decisions are made by simple majority unless otherwise specified.

Article IV — Educational Model
1. The College operates a dual‑track educational system:
a. Free Wednesday Classes, open to the public, with no tuition fees.
b. Tuition‑based academic programmes, offering structured study and assessment.
2. Certificates for free Wednesday classes are issued only upon payment of the applicable certification fee.
3. Tuition‑based programmes include certification as part of enrolment with no additional fee.

Article V — Membership
1. Membership categories include:
- Students
- Faculty
- Fellows
- Honorary Members
2. The College Council determines admission criteria and membership privileges.

Article VI — Academic Integrity
1. The College upholds standards of academic honesty, fairness, and scholarly rigour.
2. Plagiarism, falsification, or academic misconduct may result in disciplinary action.

Article VII — Amendments
1. Amendments to this Charter require a two‑thirds majority of the College Council.
2. Amendments must be published and communicated to all members.

Article VIII — Dissolution
1. In the event of dissolution, all academic records, archives, and intellectual property shall be preserved and transferred to an appropriate Sealand cultural or educational body.
